I have no idea. I've never really looked at a public charger.

Neither have I. Recently they put in about 20 of them at the smallish town Walmart. I can't believe they will continue to give away electricity for very long. I remember when every gas station have free air at the pumps for your tires.

They will all be smart chargers, maybe even smart enough that they communicate with the power plant for better load distribution.

They will have a shutdown event at some point, how they will do it, I don't know.

That one's easy. The load on the grid is a known thing, so it's just a matter of a central authority issuing a "Shut Down NOW" command. Chargers will be connected via cellular or some other method (how much you want to bet home chargers will have an Ethernet port that has to be able to ask mommy if it can charge) to determine your eligibility.
