Drive it around and listen for clunking sounds from the front suspension. Rebuild the front suspension. Replace the bushings, lube it up!
Low-end:
High Performance Air Filter. K&N f.x. are good. (less resistance - In)
Look into OBC software tweak/upgrade.
New exhaust (less resistance - Out)
High performance spark-plugs
Run on 98 octane - if available
Upgrade fuel-filter > again: less resistance.
Oil-filter also. If you are up to it, look into Prolong Oil. It's the best I know of.
High-end:
Turbo.
Aero-dynamics depending on power-output.
Brakes to follow if applicable.
Not an easy nor cheap solution. The entire system needs to be upgraded to accommodate.
Depending on your enthusiasm for the car (seeing it's age), and on your location, it's oft better to buy a new one.
The first mentions above are a must in my book, and I pretty much add these to a new car regardless.
Long-term: More power, less fuel-consumption.
We're talking at least 10% on both.
One example, I reduced fuel-consumption on an old (rugged) E28 by more than 25% by simply switching to Prolong, and adding some in the fuel-tank as well. (semi-bad example: the engine was whack. Needed a new carburetor.)
And of course: service the engine from time to time, and make sure brakes don't hang (unnecessary friction).

Sell it and buy something designed for performance. Don't piss away money on an out of date shitbox. If you can't afford the performance of a finished vehicle you can't afford to modify a shit box. This coming from someone that made $25k who pissed away a substantial percentage of money trying to make garbage cars fast. Improve yourself and your ability to make money and buy something worthwhile.
He should just go to an auto-x and rip the shit outta that car. Kids run stock cars there all the time. Talk to people there, learn and go from there. Pissing away money on cars is a waste but if you get into motorsports then it's worth it imo.
I've done numerous autocross events with stock and modified vehicles alike. Spending tons of money to be autocross fast is like wining the special Olympics. Enjoy the vehicle stock as is. You know the age old saying? "How do you make a million dollars racing? Have $10 million to spend on it."
Op is obviously not well off, if you are not well off, you should not be spending a ton of your income on hobbies. If you are already well off and well invested then knock yourself out.

Some kid showed up in a POS Camry, squirreling around the course. It was kinda a joke. But he had a good time and he kept showing up at every event. People started cheering him on and I could tell the kid started feeling like a hero. Was he fast? Doesn't matter. Even if you're fast as shit what are you gonna be, #5001 fastest driver in the world? It's not a serious thing imo, it's just for fun and the community is cool as hell, worth it for the experience. All the fastest drivers started doing go-carts at age 11 already anyways.
Buy some good tires, bolt on some new suspension, get a battery tie-down and go to an autocross.
