Definitely not tires, happens at low speed. Belt theory fits best far as I can tell.

It's very likely the serpentine belt. My old Integra used to do it after getting wet underneath, and on very cold mornings. Not saying you should, but I ignored it for another good 100k and nothing ever bad happened... I'm certain someone can tell you why I'm wrong, but I never replaced it.

You would need a big splash to get the water on your belts

Dirt on your belts or between your brake shoes and disks.

Does it generally only happen when you start the car and then goes away?

Get some old spice original and conservatively apply it to the belt. If squeak still persists then drive around and do some aggressive breaking to clear debris from the brake contact.
