All visas should be banned for non-Whites for at least 20 years.. probably more like 60+. Limited exceptions for the literal best and brightest of the world.
Any non-citizens that are not actively attempting to get citizenship Before this is announced and on a visa in the country should be given 90 days to self deport then be deported by force.
