I think what the article is saying is that the owner of a Tim hortons francise is evicting tennants from a current rental unit he owns. So he can move in temporary foreign workers (who work at his tim hortons), seems common that they rent to these TFWs. That way they really have them by the balls. Basically indentured servitude.
