The context of this is not a threat of lockdowns, he never says something like "if we don't hit xxx vaccinated we will have lockdowns", he's suggesting that if the C ratio (infection rate) stays down (however society accomplishes that) we won't need another round of lockdowns. In his mind vaccines are a valid approach - though most here would disagree.
