There are a number of reasons why Justine continues to stay in power but a large part of it is the support base he had that got him elected in the first place, twice. During his recent fiasco of a trip to the EU he was publicly censured and ridiculed by leaders there, but back home the news reported that he received a standing ovation. Again if all you watch is the CBC then what else are you going to think? The only way this will get turned around is through a violent rebellion, and if you know Canadians you know that ain't likely to happen which is only made worse by the policies of replacement that are actively underway.
