A couple of theories being bandied about as to why:

1) Senate vote wasn't looking good for him

2) The protests would have topple their government

3) Used it as a non-confidence vote to see who is loyal without having to actually hold a vote and trigger an election, which he would lose if it were held today

Ive been watching the senate speeches, none of them were on board. They weren't going to pass it. Im thinking now he saw the writing on the wall and did his best face saving tactic.
