A couple of theories being bandied about as to why:

1) Senate vote wasn't looking good for him

2) The protests would have topple their government

3) Used it as a non-confidence vote to see who is loyal without having to actually hold a vote and trigger an election, which he would lose if it were held today

I wonder if you can even tell that you just elided two sentences together and pretended that they were one, but since illiteracy is the norm these days rather than the exception, I doubt that you even recognize it.
