The same idea exists in the U.S.
The theory is the executive needs the flexibility to deal with a fast-moving situation without approval from the elected representatives, especially if Congress isn't sitting when the situation unfolds. However, Congress is supposed to vote on the issue ASAP.
Having the executive 100% hamstrung by Congress made sense in the 18th century when war was far slower. When bombers can arrive in 12 hours, or ICBM warheads in 20 minutes, it's entirely reasonable to give the executive some flexibility.
The current situation is less than satisfactory (in both countries) but what are you gonna do when the electorate refuses to hold their representatives accountable?

Bullshit if they cant get congress on a zoom call for fast decisions then it's because they dont want too. Representative is the job and that should include being available to cast votes outside of hours for true emergencies. They have the tech to be able to do all of this bullshit without special powers.
no its fine, but it should just be 24hrs of emergency act. by that time the full government can vote on it.
