Look I agree to a point. However, when you got parents that refuse to feed their kids, work, heat their house, or even keep a chicken alive to get free eggs daily what can you do legally? Had a neighbor with three children aged 10 and under. The littlest was like 2 years old. I spent the entire summer feeding them everyday and sending food home, I had to find them clothing, I had to bath them, I even had to cook the food because for some reason their parents were to inept to take food and cook it.
I asked if they had family, an aunt, a granny they could call but the babies were just too little to know the phone number. I kept caring for these children, until their parents refused to let the little ones come. Only the ten year old little boy came to my house for food. I tried to talk to his father about local resources, food banks, snap, you name it. He was kind enough to remind me he could shoot me if I stepped foot on his land. Winter came and the poor children had no heat, blankets, pillows, or warm clothing. I gave from my own children their sleeping bags, their clothing, and shoes and coats. (I had a lot of small children then) Then he said the littlest one would not get out of bed and her hair was not right when he came to visit for dinner one day. THAT is when I told the little boy to tell his teacher everything that is going on in the home because they could die without heat. I said may be someone will get them some heat that way.
It was a hell of a lot worse than I knew. The little one was literally days away form starving to death even though I sent food over. The mother and father ate what they wanted of what I sent and tossed the children the crumbs. She had to be in children's for a month. Their aunt did get custody. However, I had case workers come to my home and CUSS ME OUT for not calling social services, never once asking if I even HAD a phone to call or knew the number. (I had neither and would not have called anyway) That little ten year old boy saw that and had his aunt come by to thank me later that week for saving them and she explained to me the little one almost starved to death. She also bought me some food since she saw that I was digging potatoes and our harvest was very poor. The local police came by and asked if needed anything since we gave so much to keep them children afloat. I said I only needed a coat for my daughter since she gave hers to the little boy. He was kind enough to get her one.
You can do everything from feeding, clothing, mending clothes, giving everything you have to take care of your neighbor and still be shit all over by some folks.

EDIT: The little boy came back some years later to check on me and thank me. He was a grown man then and headed to college. He memorized where my house was from a decade previously. He was so happy to see we had store bought food, a vehicle, and work. His siblings didn't come with. I said I was proud of him and to do well in college. I said we were all just fine. He seemed very happy with what he saw and drove away a little misty eyed. That child will never forget how hard I tried at least.
