The cost of legal action in Canada is so high as to be beyond any reasonable reach of the common citizen. You can't afford a quality lawyer unless you are upper middle class. There are not actually so many of those in Canada.

This is what also happens, they get so emboldened that more and more people see it and eventually it all crashes down on them and they flee like rats.

Canada is still very much a British Empire colony, which offers the illusion of freedom while maintaining the subjugation of the citizenry. No doubt it would be far more draconian if America had not overthrown the British. The same is true for the other colonies, like Australia and New Zealand. Freedom is just an illusion, and that is their intent for America as well.
Of course, they will back down again if the patriots manage to secure control of America. Right now, the Empire has been emboldened by the loss of freedom in America. They figure the revolution is now over.
That remains to be seen.
Yeah the nationalists movements that were happening all over the west just suddenly disappeared as they governments were about to lose power.
