I thought the same thing.
If I was a manager in Canadian government I wouldn't tell my employees. When I got questioned I would tell them I couldn't figure out how to tell them they weren't allowed to use that phrase without saying/writing it, and since the directive said "under any circumstances" I didn't want to get fired by saying it.
I wonder if someone will come up with a phrase for it like "The N Word" does for "nigger."
