Dawson Creek has a population of roughly 13,000 but saying it has 552 infectees per 100,000 sounds far more alarming.

(552.31/100000)*13000= 72

As BC has adopted in school rapid testing and conduct PCR testing at 42 cycles, how much would you be willing to bet the majority of these 72 infectees are asymptomatic youth?
