Not allowed is "excessive" criticism of heads of state, courts or other representatives of the state, also the criticism of representatives of other states (it's complicated: Assad can be called a butcher, Erdogan not. Trump can be insulted, Obama and Biden not). Religion is protected, except Christianity - Charlie Hebdo would not be allowed.
When Merkel had problems with Twitter deplatforming Trump, it was not because she is a fan of free speech, but because it was a private company acting without order from the state. Silencing opinions is still a matter of the courts.
