The english translation is at the OP. Note the similarity to this document and , a document that popped up in 1903, just 15 years before the Soviet Revolution.

What's different in the updated French-only version? I want an English pdf I can save to read later.

I just went over the English one and it's a "so so" English translation. If you get the English one linked it has both the 1967 and 1985 versions in it.

Both versions are gay, but this is another example of the same shit. Check out that Silent Weapons for Quiet Wars document for another example (from 1979) posted here yesterday and also linked to that page.
