As this guy points out, it seems strange to keep the elderly locked up in their hospital style assisted living facilities with no visitation, but prisoners are too unsafe in prison so need to be released or sent to hotels. It seems like a way to disrupt the economy but appease hotel owners while they choke out other business and continue demoralizing children who can't see their grandparents.
