Such poorly constructed messages inevitably lead to a feeling of anxiety. They will shame people for doing a run on food, of course. Which will in turn lead to more bullshit regulation on "hoarding" or whatever you want to call it.
The result will be both bread lines and looting. Prepare accordingly, and pay with cash.
In Edmonton at least the "state of emergency" means that police can search your house without a warrant, steal, and catalog the remainder to steal later. If you manage to get a good stock going, hide it well. Your neighbors are going to rat you out too. If they ask for food or anything, tell them with tears in your eyes that you too have nothing.
