Well of course they have chronic worker shortages. No one is willing to work a fraction of the relevant industry standard. Hell, I have a ridiculous worker shortage. No matter what I do, I can't find anyone to do office cleaning for less than 4 bucks an hour. It's impossible. I need to import the entire third world because natives just don't want to work for $4 an hour.
