Why do you think it can only temporarily alter your motivation? Some hallucinogens are reported to change your outlook on life permanently, so it stands to reason that some drugs could also make permanent changes.
I’ve seen some brain scans of cannabis users that show altered brain function.
Personally, as a daily smoker, it hasn’t caused me to slack off in life. I’ve gotten jobs, had relationships and now have a family of my own. I can’t say hit hindered me in any way.
