No private helicopter pilot is going to fly up there without having cleared a place to land in advance as well as payment. Anyone flying one knows that hitting something on the ground will cause the occupants to be badly injured. Telling them to drop the supplies off somewhere down the mountain also doesn't make sense because they said the roads were closed. They're basically denying them aid.
If I remember correctly, the pilots involved in were initially told not to land because it was unsafe. I can't find the story now but I distinctly remember it.
The locals need to identify as MS-13 gangsters fleeing persecution in el Salvador. Then Newsom and Biden would drop everything to give them private transport to a five star hotel at government expense. They'd probably even stock the helicopters with caviar and champagne so they'll be rested enough to rape and murder upon landing.
