They have mandated auto insurance just enough days to get the CA license and then they drop it. Other drivers have to buy uninsured motorist coverage for the event of an accident with the uninsureds. A story I heard from a co-worker years ago is that after an accident they'll beg not to call the police to make a report of the accident and will pay you in cash because they need the license to get to work, they want pity don't call police...blah blah. Then you end up having to rely on your own uninsured motorist insurance anyway.
