Why? because his EO says there's nothing to measure: "California has stopped recording week-over-week declines in COVID-19 cases and hospitalizations , which demonstrates a plateau...." and instead he needs a lame excuse to lock it down again, that being 'what if instead of covid you got the flu?'. Yes, it's punishment for the recall campaign.
