Shippers are fined, trains are fined, and the trucks are fined for a problem caused by the ports' (LA and LB Ports operate the same) inability to get a proper deal with the union.

It's not just the unions, although they are a massive part of it. A big blocker to progress in LA is governmental mandates for emissions. Independent drivers (and I know a bunch of them) can't get their trucks into ports because of insane and unrealistic rules around who can get in. California is going to push out drivers who want to deliver. On top of that, who owns the ports? Chinese-based companies and Maersk account for the greatest share of space in the two main ports. Who's Maersk's biggest business partner?

Don't let the unions off the hook just yet. The sweetheart deal they pulled off this last time is insane. When Biden announced that the ports would be open 24/7 the unions laughed. It's not in their contract, even at overtime rates. All of that had to be negotiated on the fly, with the consumers taking it in the ass again.
The biggest thing that the President and Congress could do is to make it attractive for US businesses to re-home manufacturing, instead of chasing jobs overseas where it's cheaper and more profitable.
They solved the homeless problem in LA by passing a law making being homeless illegal.
