I only had to look at the article for 10 seconds or less to begin seeing citations of why it wouldn't work because of Government codes and laws. This is the problem with california. It isn't a lack of need or money, it is so many laws that make things impossible. Government is the problem in CA, and people who think government is the answer to any problem.
