To be perfectly honest, I don't think most Americans would worry about a jet 'buzzing' them at a few thousand feet (or less?). They'd look up, point their cell phones, get the pic, and tell all their Instagram friends about it.
Then they'd continue whatever the hell it was that they were doing.
