Notice shows up when hovering above comment downvote button in /s/ModAbuse.

If one hovers above the downvote button in /s/ModAbuse, the following notice will show up:

Downvotes on Poal.co are only intended for spam, not for disagreeing. Please consider constructively explaining your intended downvote in a comment.

The fade-in and fade-out of the notice is also animated.

This feature has not yet been implemented for post votes due to interference with other CSS rules.
I will do that soon.
