the effects are resources hungry

The hover-related effects only occur after tapping (except of the mobile phone has Air View enabled, if supported, like on Galaxy S4, Note 3, S5 or some stylus pointer devices).

I actually have not noticed a clear difference when browsing /s/ModAbuse on a mobile device, but if one wants to save those few percents of battery, one can deactivate CSS in the user settings manually anyway.

This gives me an idea: adding a "disable this sub custom CSS" option for users, instead of having to do it globally.

Or maybe “deactivate custom CSS on mobile devices” (with narrow screen widths).

That could be confusing when users are switching from mobiles to computers.
