I've saw one hanging around on the ground one time. I think usually they prefer it a little higher up but definitely not abnormal to be on a fence or something. Nice perk of being an apex predator is you can go wherever you want. (Until a bunch of various small bird species decides to mob you like it's a BLM riot)
