I guess hotel rooms are no longer viable since they never rent for more than a few days at a time.

One of the biggest issues is that there are areas (like Volcano) that are underserved by hotels. Also, some locals economy is in their vacation rentals. The real answer would be to make it prohibitive for non-residents to run vacation rentals instead of heavily restricting what residents can do with their property.
