Definitely a possibility but I was thinking more along the lines of it being a donor or family/friend that bought the old steel and will now make a BUNDLE selling it back to the government.

Agree Biden's friends bought it with the knowledge that the govt would need to buy it back 2 months later, It smells exactly like a scam to steal BIG taxpayer money for themselves.
That was always the plan. Even if they don't "buy it back" they had to create more fake economic "recovery" by getting some extremely expensive contracts to build the same damn wall that Trump was trying to get done. This time the quoted price will be from some Biden friend/family or something and it will be 100x more expensive for lower quality (also by design).
