Let's be serious for a second though. With 86,000 new IRS agents versus the ~2.8 million people who make over 400k, that breaks down to 32 tax returns per agent assuming that they are auditing ALL 2.8 million of them.

That makes it a ridiculous idea to expect the IRS to use the agents ONLY for what Biden had claimed. They would have absolutely nothing to do for 99% of the year.
