Sounds like some sort of water soluble organic adhesive with something that makes it foam up? Probably something that requires a very specific ratio of something that could actually hurt you but only in larger amounts?
I mean, that's a random thought in my head after being awake longer than I should be on a very long day.
I have a feeling at least some of those claims are garbage like the "minimal damage" and "won't suffocate them" (probably) part...

Especially the won't suffocate. He had a video display with an animation of what it would do, but no actual footage of the product in use. It was probably just a big scam.
