Suspect should be on the hook for damages, but even if they survive those fucks will obviously never cover the debt. So then it would secondly fall on the involved law agency (taxpayers) as the benefit of a dangerous person apprehended is shared among the community.

Ideally this also encourages less destructive methods of apprehension as the taxpayers will naturally vote out city officials otherwise.
