The ATV rider is an idiot for driving in a pedestrian zone especially at such speed.

Police creature is an idiot for impulsive overreacting and causing a crash.

It's not a nigger because they can't afford those things in New England. It's probably some tractor supply redneck with the the mindset of don't tell me what to do in my backyard. If you want to ride ATVs, find a better place to do it. This place is not one of them anymore.
