I hated Vermont when I lived there. It was a beautiful place but the people were horrible. Any time I tried to report a crime they discouraged me saying it would hurt tourism if the numbers looked bad. Well, do your jobs and stop the crime then don't tell us we can't report it. I pushed every time and managed to get the thefts reported. Only one went to court and the judge said 'boys will be boys' and gave them each 6 hours of community service. They were 17 year old drunk kids stealing stuff. I was clearly 'not from Vermont' and so deserved any trouble I got.

They are corrupt and arrogant.

That sounds terrible. I agree though, if you don't want tourism to suffer because of crime.. Do your fucking job and stop the criminals.
