"Doing the city a favor" yeah right! For all we know she was luring the cats in to trap them and skin them alive. Or maybe she was feeding them poison cat food, and made up the whole story about spaying and neutering. Obviously the city already told her to stop doing whatever it was so she should take a hint and stop being a lunatic hell bent on cat genocide.
