Looks like the cop just wanted to smash the guy's car. He could easily have killed the guy. It was a dick move, as the kids say.

I always thought it was unrealistic when the cops in GTA games do that. I guess not.

Tyrone gets flung out of the car and gets his hands up so fucking fast! A true pro at being arrested... At driving, not so much... usually in a RWD you over-steer and crash but he managed to under-steer into the barrier and catch his wheel from the looks of it.
