Eh no. That PD has their vehicles set retarded. Any PD I know of has a system where the keys don't need to be in the vehicle of anywhere near it at all to stay idling, this is so cops can jump in and go. However if someone jumps in and tires to go and the keys aren't inside the vehicle it will lockdown. This car didn't do that, the nearest cop was still 8 feet away when she started the gas. When she started on the gas it should have shut down completely.
