It really would not have taken a very aggressive maneuver to avoid hitting the back of that car, though the way the cop was turning his vehicle right and left as he was braking would make it difficult to decide which side of the vehicle to try to avoid it on.

How did that work out?

The biker in this video didn't try to stay behind the cop, he was going for a pass and the asshole cop cut him off. The biker noticed the cop was an asshole driver at the 20 second mark of the video, then the biker sped up to confirm if it was/wasn't a cop. The opposite of slowing down to avoid the accident.
