He said the officer crashed the police cruiser by not adhering to department vehicle policy, and operating a vehicle in a manner not appropriate for icy, snowy conditions. The officer crashed the police cruiser, at high speed, into the occupied and stopped vehicle owned by Pilichiewicz. Mr. Pilichiewicz says that his young daughter's life was saved by her car seat and his own by wearing a seat belt when rammed by the police vehicle. Pilichiewicz had moved his vehicle to the shoulder and stopped to give way to emergency vehicles when stricken by a careless police officer unaware of the limits of their ability. No accountability will be assigned to the individual officer or government agency.

Speed is almost always a factor in crashes, even more so in snow and ice. Officer was going too fast.
