He resisted arrest. So the initial problem is irrelevant. Sure, he was only being arrested for stealing food, not something that would get him into much real trouble these days, but instead of just letting the process unfold normally he made the decision to fight an on-duty armed police officer. Before you commit to that course of action, you'd better be prepared to win the encounter. If you're likely to lose and be arrested anyway, then fighting the cop is the height of stupidity. Now you're in the same original trouble plus extra charges and probably plus some injuries.
