If the story is to be believed, this is not a problem with the grid but with the business and government regulations. Government puts a price cap, providers can't make money, so they stop providing.
Nothing to do with the greens, although I would have thought they would be happy to see that everyone is having a bad time (the best thing you can always do to save the planet!)
And this winter has been unusually cold by Australian standards.
