I think what is really going on is this: China fears being cut off from coking coal and is trying to move away from it. If I recall, scrap metal is required for good steel, but an all scrap metal operation leads to crap steel. I haven't researched DRI, but the concept doesn't feel right. My subconscious says it is all about the carbon.
