They don't want to enforce the rules, but they're, somehow, doing so en-masse with a smile on their lips, chuckling themselves each time they baton or gas a civilian for being outside.

I’ll believe it when I see them treating protesters better or go on strike. The only way the government can enforce any of these mandates is because of these goons.
