COVID-19 plainly poses a threat to the health and wellbeing of Victorians generally. If no restrictions were imposed, we would see the infection and death rates rise rapidly.

What's "reasonable, necessary and proportionate" about de-facto mandating a medical procedure that does not stop you from getting the disease in question, nor from transmitting it to others, and all that it does is reduces your symptoms, thereby making you more likely not to take precautions and therefore spread it to others?
