Before the American Revolution, judges were put in place (and paid) by the Crown. The judges would naturally give favored rulings to the king.
Patriots (also known as terrorists) wanted to get rid of the judges, so they devised a plan. A small group of masked men would ride to a judge's house at night, and knock on his door. When he responded, the men would tell the judge, basically, that he was working for the wrong side, and then ask him to kindly step down from his position. As they turned to leave, a much larger group of men a little further down the road, would all fire their guns into the air. The next day, the judge would resign.
I know you don't have guns. But you need to somehow convince the police they are working for the wrong team, and that there will be consequences. Someone needs to write up a concise manifesto and post it everywhere. Something that will fit on one page or poster, something that can be read quickly and gets to the point.. Perhaps leave space for "anonymous" signatures.
Maybe you already have, I don't know. But if you think, "Someone should do this," remember that you are someone.
(Fwiw, most of the county sheriffs in the state where I live have said they won't enforce the bullshit.)
