The state revenue office gives money to the health department, then the health department gives the money to the fines department, which presumably goes back into state revenue.

Meanwhile some people take fees and commissions for their services in handling the procedures involved, and public servants earn wages for the time taken.

I figured this was the case and why they would do bullshit virtue signaling like this. Someone stands to make some money, somewhere.

Dan Andrews is the reason. We don't really have a functioning parliament anymore, we have Dan Andrews who has done everything possible to short-circuit the parliament through emergency powers.

Instead of resigning in disgrace after his executive decisions turned to disaster last year, he promised a fully transparent inquiry, told the inquiry he 'couldn't recall' who made all the crazy decisions (e.g. the stage-managed inquiry determined that 'nobody knew' why Melbourne had been placed under curfew since none of the expert advisors wanted it), and now the media can say that due process has been followed and they hope the whole scandal can be buried. Meanwhile Dan Andrews has enacted a new curfew that seems to serve no purpose except a power-trip for him.
