He's not part of the government and you make it sound like this is some emergency warning system that he's "abusing." The article says it's a "loophole."
The reality is that political parties, yes, political parties, as opposed to the government, are lawfully allowed to spam and robocall people because the 2 main parties wanted it that way. If Liberal or Labor robocalled or texted people (as they have done in past election campaigns) the media would act like it's perfectly normal and acceptable, just like they did in past elections.
He's a member of parliament.. If they can "lawfully" spam us.. then we can "lawfully" spam them back then hey.
Any registered candidate, elected or unelected, gets access to the electoral Commission voter roles for campaign advertising purposes. That's the system.
