There were convict colonies early on, then came the free settlers. Lots of people came to settle Victoria because of rumours of gold. Even Mark Twain (who wrote Huckleberry Finn) toured around Victoria by train and complained that the stations were built like palaces while the trains had uncomfortable seats and no toilets. So this infrastructure was in place well before the dictatorship took hold in the last 2 years. Right now I suppose these trains would be running nearly empty. Certain parts of the state can still travel around legally depending on where they're from, but here in Melbourne we have a 24 hour metro where in the distance on certain nights you hear the empty trains running along the tracks at all hours of the night with nobody on them, since normal people aren't allowed out after 9pm. I guess the train drivers have a good union otherwise they'd be out of work.
